And given that these are German cops, for all we know they want to catch this guy/girl(s) in the act in order to give him/her a medal or letter of commendation or something.
I realize that, strictly speaking, in order for these to be George W. Bush Memorial Dog Turds, Bush would have to kick the bucket, shuffle off this mortal coil, run down the curtain and join the bleedin' choir invisibule, which he hasn't yet. But I can't think of another suitable term, so that'll just have to do.
